- Financial Status: Low-income families prioritized – assets and bank account history will be reviewed
- Livestock Farmers Priority: Those doing livestock farming without land will get higher preference (they can grow fodder once land is allotted)
- Draw/Lottery System: If applications exceed 5 lakh, a transparent draw (qura andazi) will select final allottees

- Punjab has around 50 lakh farmers
- Nearly 90% (about 4.5 lakh) are landless or own very little land
- Around 50% of landowners are actually landless tenants (farming on rent/lease)
- Most landless farmers are linked to livestock farming – rearing animals, but no land for fodder

- Target launch: Within 3 months (aiming for May 2026)
