Under this program, eligible low-income families in Punjab will receive Rs 3,000 monthly subsidy on essential ration items like flour (atta), sugar, ghee, rice, pulses, and dates.

- Total Beneficiaries: Over 95 lakh poor families + 14 lakh laborers (total more than 1 crore people targeted).
- Monthly Benefit: Rs 3,000 subsidy per family (direct discount at utility stores or designated shops).
- Special Focus: Mines workers and laborers get extra priority with a separate Rs 3 billion welfare fund (increased from previous Rs 700 million).
- Coverage: Entire Punjab – Lahore, Faisalabad, Gujranwala, Multan, Rawalpindi, Sargodha, and all districts.
- Duration: Year-round relief (not just limited to Ramadan), starting soon after registration.

- Permanent resident of Punjab (CNIC issued in Punjab).
- Family monthly income less than Rs 50,000.
- PMT (Poverty Means Test) score below 45 (as per government poverty calculation).
- Only one person per family can apply (separate nuclear families can apply individually).
- Both men and women are eligible – card usually issued in the name of the family head (preferably woman).
- Priority for families already in PSER (Punjab Socio-Economic Registry) survey.
Note: Mines workers and daily laborers get special consideration – their separate fund has been significantly increased.
How to Apply Online – Step-by-Step Guide (Latest Process)
- Official Portal: Visit https://pser.punjab.gov.pk/ (Punjab Socio-Economic Registry – only use this official site).
- Registration: Click on “Register” or “Apply for Rashan Card / Socio-Economic Registry”.
- Fill Details: Enter CNIC number, mobile number (must be linked to CNIC), family information, income declaration, and address.
- Upload Documents:
- CNIC copy (front and back).
- Income proof (salary slip, self-declaration, or bank statement).
- Family details/B-form if required.
- Verification: Automatic check via NADRA + possible PSER team or Union Council visit for confirmation.
- After Approval: Rashan Card will be issued – use it at utility stores to get Rs 3,000 monthly subsidy on ration.
Timeline (as of Jan 16, 2026): Notification is already out – online applications are expected to start within 2–5 days. Distribution will begin quickly after approval.
Important Tips
- Completely Free: Do not pay any agent or middleman – the scheme is 100% free.
- Mobile Linking: Keep your CNIC-linked mobile number active – OTPs and updates will come there.
- Previous Applicants: If you applied last year or were part of PSER survey, check your status first – many will get automatic inclusion.
- No Cash Payment: This is a ration subsidy card – not direct cash (separate from PM 9999 cash package).
